The Digital Omnibus is now in force. Regulation (EU) 2026/1744 postpones the high-risk obligations to December 2027 and August 2028. It does not move the prohibitions, AI literacy or the Art. 50 transparency obligations. What exactly changes

Art. 4 was replaced by Regulation (EU) 2026/1744, in force since 27 July 2026. The AI literacy obligation remains; the text clarifies that it does not require providers or deployers to guarantee any specific level of AI literacy of any individual.
